Positon/Title:  Land Use Planning Coordinator

Part-time to a maximum of 15 hr/wk
Contract (potentially for a period of 27 months)

Position Summary:  Under the direction of the Manager of Lands and Resources, the Land Use Coordinator will work closely with Chief and Council and Consultants to coordinate all activities relating to this project.  This project is designed to support Bingwi Neyaashi Anishinaabek in building a land management framework document, along with associated protocols and policies that will assist the First Nation to identify economic and commuity development opportunities.

Duties and Responsibilities:

The Coordinator will be responsible for building and foundations of land-based community and economic development opportunities for Bingwi Neyaashi Anishinaabek in three core areas:

  • Community engagement that lead to future land use decisions
  • Community well-being and economic developement
  • The creation of a land management toolkit for the community that includes land use planning, legal surveys, and effective local lawmaking

The Coordinator will assist in the development of land surveys and land tenure instruments that facilitate for more efficient land use planning and law-making.  The Coordinator will be responsible to provide Natural Resouces Canada with written feedback to improve land surveys for Bingwi Neyaashi Anishinaabek Lands.  The Coordinator will also be responsible for providing Aboriginal Affairs and Northern Developement Canada with integrated land surveys, land instruments and land use planning project initiatives to improve efficiencies associated with Bingwi Neyaashi Anishinaabek land interests and use.

The Coordinator will be involved in spatial planning and will cover a range of mapping and land planning activities on Bingwi Neyaashi Anishinaabek lands:

  • Identification of existing land development patterns and land development opportunities for economic development
  • Community infrastructure (exisitng, replacement required, expansion etc)
  • Identify residential, business, conservation and environmentally sensitive areas
  • Develop land use policies/protocols and by-law development
  • Identify community goal and priority setting

    The Coordinator will assist in the development of land surveys, setting the foundation for land management and reconciliation of exisiting parcel fabric with occupation and local community interests.  This process will involve the community and will result in a Community Parcel Plan that will enable Bingwi Neyaashi Anishinaabek to incorporate:

  • Land use planning and environmental management to determine best location for industrial, commercial, residential and community institution development (including cultural and recreation opportunities)
  • Zoning by-laws (including setbacks from property boundaries, etc)
  • Property assessment (all capacities)
  • Infrastructure (water, sewer, power) requirement and design and building improvements and efficiencies
  • Economic and community development promotion opportunities

Required Skills and Experience:

  • Ability to work as a team or with minimal supervision
  • Excellent knowledge and skills in Microsoft Office 2007, Excel, Word, Outlook, PowerPoint and Publisher
  • Great organizational skills
  • Excellent written and communication and presentation skills
  • Must have a valid driver's license and be willing to travel and reliable vehicle
  • Manage a project budget, timeline and reports and work in conjunction with applicable contractors, consultants and departmental agents
  • Application and proposal writing skills

Qualifications:

Diploma or certificate in Land Managment or a combination of education and experience in land management, laws and regulatory framework, with regard to reserve lands and resource based economic development and community/project consultation.

Salary

To commensurate with qualifications, education and experience.
